Statement Condemning the Myanmar Military Junta’s Airstrikes on Kyauktaw, Arakan

Date: September 29, 2026

1. Blossom Future (BF) is deeply saddened and appalled by the incident on September 28, 2026, at shortly past 12:00 PM, when Min Aung Hlaing led Myanmar military’s jet fighters dropped two 500-pound bombs on the busy market locally known as India Market and Kispanadi Bridge in Kyauktaw town, Arakan State, western Myanmar. This attack resulted in the mass killing of 50 innocent civilians—including market vendors, shoppers, cargo workers, pedestrians, and commuters and left 58 others injured.

2. Blossom Future (BF) strongly condemns this atrocious act by the Min Aung Hlaing-led Myanmar military, which deliberately targeted infrastructure where civilians gather such as markets and bridges—with no military relevance, causing widespread death and destruction.

3. This attack represents the most severe airstrike ever in Arakan State by the Myanmar military with the highest number of civilian casualties, standing in blatant violation of the following international legal frameworks:

● (a) Rome Statute: International Criminal Court (ICC):

○ Article 7 (Crimes Against Humanity): Widespread or systematic intentional attacks directed against any civilian population.

○ Article 8 (War Crimes): Intentionally directing attacks against civilian populations and civilian objects, as well as intentional killing.

● (b) 1949 Geneva Conventions and Additional Protocols I and II:

○ Violation of the Principle of Distinction (prohibiting the targeting of civilians and non-military objects during armed conflict), the Principle of Precautions (requiring measures to avoid civilian harm), and the Principle of Proportionality.

○ Protection of the Civilian Population: Strictly prohibiting targeting civilian populations or committing acts or threats of violence intended to spread terror among civilians.

4. Blossom Future (BF) views that the main reason the Myanmar military continues to commit such blatant and repeated violations of International Humanitarian Law (IHL), the Geneva Conventions, Crimes Against Humanity, and War Crimes is the lack of effective, decisive action taken by the international community, including the United Nations.

5. According to Blossom Future’s (BF) human rights documentation data, from January to August 2026, the Myanmar military carried out 114 airstrike incidents in Arakan State, resulting in 130 deaths and 213 injuries.

6. Therefore, Blossom Future (BF) reiterates its calls to the UN, ASEAN, and the international community as follows:

6.1. Immediately halt all aviation fuel exports and sales to the Myanmar military by countries and companies to put an end to airstrikes on civilians.

6.2. Take effective action against the Myanmar military including Min Aung Hlaing through all available means to ensure justice and accountability for international war crimes, crimes against humanity, and other grave human rights violations, and urge the UN Security Council to refer the situation in Myanmar to the International Criminal Court (ICC).

6.3. The international community must immediately cease all supply, transfer, and sales of weapons and military equipment to the Myanmar military.

6.4. Provide emergency humanitarian aid assistance and funding through civil society organizations (CSOs) via cross-border channels to reach directly to the internally displaced persons (IDPs) and vulnerable civilians whose lives remain at risk due to the armed conflict.
