The New Myanmar Foundation is very pleased to warmly welcome the application submitted by the Chief Prosecutor of the International Criminal Court (ICC) to the court’s judges, seeking an arrest warrant for military coup leader Min Aung Hlaing over human rights violations committed against the Rohingya in Rakhine State. These violations are tantamount to the grave violations of international prohibitions and restrictions, resulting in severe atrocities. The crimes forced millions of Rohingya to flee to neighboring countries. These atrocities included mass killings of children, women, and the elderly, violent attacks and destruction of villages and towns, and the systematic rape and murder of women, including young girls.

Since the military coup in 2021, the junta has brutally suppressed, tortured, killed, and oppressed the entire population of Myanmar. These actions have escalated significantly compared to pre-coup periods. According to the UN reports, 3.5 million people have been displaced. Myanmar has also been identified as the country most affected by landmines and explosive remnants of war globally. In 2024 alone, over 650 children were killed across the country. The most recent atrocity occurred on November 15 in Kachin State’s Momauk Township, where an airstrike on a Christian church killed nine civilians, including seven children.

This ICC application serves as a decisive and exemplary measure to hold the military junta accountable for its crimes against humanity. It also provides tremendous moral support to the people of Myanmar striving for democracy. The formal recognition of these atrocities marks a historic milestone in recognizing and documenting the military regime’s unlawful and brutal actions.

It is special request the international governments and organization to continue assisting in taking actions like this against Myanmar military leaders and their affiliated groups.

နိုင်ငံတကာရာဇဝတ်ခုံရုံး(ICC) ၏ ရှေ့နေချုပ်က ရခိုင်ပြည်နယ်တွင် ရိုဟင်ဂျာများအပေါ် ကျူးလွန်ခဲ့သော လူ့အခွင့်အရေး ချိုးဖောက်မှုများ အတွက် အာဏာသိမ်းစစ်ခေါင်းဆောင် မင်းအောင်လှိုင်အား ဖမ်းဝရမ်းထုတ်ပေးရန် တရားသူကြီးများထံ လျှောက်ထားသည့် အပေါ် များစွာ နှစ်ထောင်းအားရဖြစ်ပြီး အထူးတလည်ကြိုဆိုအပ်ပါသည်။ ၎င်းလူ့အခွင့်အရေးချိုးဖောက်မှုများသည် နိုင်ငံတကာမှ သတ်မှတ်ထားသော တားမြစ်ချက်၊ ကန့်သတ်ချက်များကို အလေးမထား ဂရုမစိုက်ပဲ ဆိုးရွားစွာချိုးဖောက်ခဲ့မှုများဖြစ်ပါသည်။ ၎င်းချိုးဖောက်မှုများကြောင့် ရိုဟင်ဂျာလူမျိုး သိန်းသန်းနှင့်ချီ၍ အိမ်နီးနားချင်းနိုင်ငံများသို့ တိမ်းရှောင်ထွက်ပြေးခဲ့ရပါသည်။ ၎င်းချိုးဖောက်မှုများတွင် ကလေးသူငယ်များ၊ အမျိုးသမီးများ၊ သက်ကြီးရွယ်အိုများ အပါအ၀င် လူအုပ်စုလိုက် သတ်ဖြတ်ခြင်း၊ ကျေးရွာ၊မြို့များကို အကြမ်းဖက်၀င်ရောက် တိုက်ခိုက်ဖျက်ဆီးခြင်း၊ ကလေးသူငယ်အရွယ် မိန်းမပျိုများ အပါအ၀င် အမျိုးသမီးများအား အုပ်စုဖွဲ့ မုဒိန်းကျင့် သတ်ဖြတ်ခြင်း တို့ ပါ၀င်ပါသည်။

၂၀၂၁ စစ်တပ်အာဏာသိမ်းပြီးနောက်တွင် အကြမ်းဖက်အာဏာသိမ်းစစ်အုပ်စုမှ မြန်မာပြည်သူတရပ်လုံးကို ရန်သူသဖွယ် ရက်စက်ကြမ်းကြုတ် စွာ နှိပ်စက်၊ ညှင်းပန်း၊ သတ်ဖြတ်၊ အနိုင်ကျင့်နေသည်မှာ ယခုတိုင်ဖြစ်ပါသည်။ ထိုဖြစ်ရပ်များမှာ အာဏာမသိမ်းခင်ကာလများနှင့် နှိုင်းယှဥ်ကြည့်ပါက အဆပေါင်းများစွာ ပိုမိုဆိုးရွားကျယ်ပြန့်လာကြောင်းတွေ့ရှိရပါသည်။ ကုလသမဂ္ဂအစီရင်ခံစာများအရ လူပေါင်း ၃ သန်းခွဲ အိုးမဲ့အိမ်မဲ့ ထွက်ပြေး တိမ်းရှောင်နေရပါသည်။ ထို့အပြင် ကမ္ဘာ့နိုင်ငံအားလုံးထဲတွင် မြန်မာနိုင်ငံသည် မြေမြှုပ်မိုင်း/ဗုံးဒဏ်ကြောင့် သေကြေပျက်စီးမှုဒဏ်အခံရဆုံးနိုင်ငံအဖြစ် သတ်မှတ်ခံခဲ့ရပါသည်။ ၂၀၂၄ခုနှစ် တွင် မြန်မာနိုင်ငံ အရပ်ဒေသအနှံ့အပြားမှ ကလေးသူငယ် (၆၅၀) ကျော် အသတ်ဖြတ်ခံခဲ့ရပြီး အနီးစပ်ဆုံး ဖြစ်ရပ်အနေဖြင့် နို၀င်ဘာလ (၁၅) ရက်တွင် ကချင်ပြည်နယ်၊ မိုးမောက်မြို့နယ်ရှိ ကျေးရွာတခုတွင် တည်ရှိသော ခရစ်ယာန်ဘုရားကျောင်းအား လေကြောင်းဖြင့် တိုက်ခိုက်မှုဖြစ်စဥ်၌ ကလေးသူငယ် (၇) ဦးအပါအ၀င် အပြစ်မဲ့ ပြည်သူ (၉) ဦးသေဆုံးခဲ့ရပါသည်။

ဤကဲ့သို့သော စစ်အာဏာရှင်များ၏ ရက်စက်ကြမ်းကြုတ်မှုများအပေါ်တွင် ယခုကဲ့သို့ နိုင်ငံတကာရာဇ၀တ်ခုံရုံးလျှောက်ထားမှုသည် အာဏာသိမ်း စစ်ကောင်စီ၏ လူ့အခွင့်အရေးဖျက်ဆီးမှုများအပေါ် နိုင်ငံတကာမှ အလွန်ထိရောက်သော စံပြအရေးယူမှုကြီးတခုဖြစ်ပါသည်။ ဒီမိုကရေစီရေးအတွက် ကြိုးပမ်းနေကြသော မြန်မာပြည်သူတရပ်လုံးအတွက် အလွန် ကြီးမားလှသောစိတ်ဓာတ်ရေးရာ ပံ့ပိုးမြှင့်တင်မှုကြီးတခုလည်း ဖြစ်ပါသည်။ စစ်အာဏာရှင်စနစ်၏ မတရားမှူများ၊ ရက်စက် ကြမ်းကြုတ်မှုများကို မှတ်တမ်းတင် အသိအမှတ်ပြုလိုက်သော သမိုင်းမှတ်တိုင်တခုလည်း ဖြစ်ပါသည်။ စစ်ခေါင်းဆောင် မင်းအောင်လှိုင်နှင့် အပေါင်းအပါများအား နိုင်ငံတကာရာဇ၀တ်ခုံရုံးမှ ရာဇ၀တ်သားဟု တရား၀င်သတ်မှတ်လိုက်ခြင်းလည်း ဖြစ်ပါသည်။

နိုင်ငံတကာအစိုးရများ၊ အဖွဲ့အစည်းများအနေဖြင့်လည်း မြန်မာအကြမ်းဖက်စစ်ခေါင်းဆောင်နှင့် အဖွဲ့အား ယခုကဲ့သို့သော အရေးကြီးသည့် အရေးယူမှုများကို ဆက်လက်ကူညီဆောင်ရွက်သွားပေးကြပါရန်ကိုလည်း အနူးအညွတ်တောင်းဆိုလိုက်ရပါသည်။
